Never mind the fact— as the author acknowledges at the very end—- that “over half of all minorities in metropolitan areas — including African-Americans — do not live in the inner city but in surrounding suburbs.”
Speaking of Amtrak, Antiplanner —-no knee-jerk partisan is he —says routes are determined by politics, not by markets.
